I still have one of those video cleaning tapes, but the spray bottle
has emptied...most likely dried out for lack of use. Would rubbing
alcohol do in its place?

I may be wrong but most rubbing alcohol has oil in it.I use 100% alcohol
from the Pharmacy,expensive at $6 a bottle but no oil.Pharmacy also
sells 90% for alot less but I'm not sure if the water makes a
difference.

I'd say that 98 times out of 100 when my heads get clogged, I can
unclog them simply by playing a good quality, low pass HG tape (with
or without a signal) for 30 seconds.

Not long ago, I bought on eBay a small lot of refill bottles of video
head cleaner and I use that on that rare occasion I actually have to
pop off the top to clean the heads.

If I didn't have that though, I'd just use 90% alcohol. So far as
residue, we're talking about molecules and my senses won't be able to
tell the difference between that and some pure solvent I have to go to
a chemical supplier to buy.

Got invited to a party back in the late 80's, to watch a friends vacation
tape (that was the "in" thing to do back then).
He put the tape in, it played for about 2 minutes, then dissolved into snow.
Knowing what the problem was, I asked if he had a cleaning
tape......NO.....do you have any alcohol?........NO.......Do you have
anything with alcohol in it?
I ended up opening the machine, and cleaning the heads with British Sterling
aftershave, and a piece of a brown paper sack. Put the machine back
together, and we finished watching the 2 hour tape.

No. use only pure alcohol from a chemists'
