Video heads gone?

Got given and old Panasonic NV-FJ630 VCR, however the picture is all fuzzy.

Tried a cleaning cassette, made no differance.

Is it safe to say the heads have gone and I can deposit this into the skip?

change the caps in the psu first, there was one which produced a
picture that looked like bad heads
